Transfers fire safety regulatory authority from the State Board of Forestry and Fire Protection to the State Fire Marshal, effective January 1, 2025, while allowing board regulations adopted before that date to remain valid.

Requires the State Fire Marshal to identify and review fire hazard severity zones (moderate, high, and very high) at least once every 5 years for both state responsibility areas and other lands, with public comment opportunities through the Administrative Procedure Act.

Establishes a new process allowing entities to provide information to the State Fire Marshal between reviews about actions that may impact fire hazard severity, with written responses and documentation posted on the State Fire Marshal's website.

Transfers responsibility for adopting and updating regulations on defensible space requirements (including fuel reductions and ember-resistant zones) from the State Board of Forestry and Fire Protection to the State Fire Marshal.

Expands the definition of "person" subject to defensible space requirements to include public agencies and creates separate "Fire Risk Reduction Community" lists for local agencies and for neighborhoods/communities.
