Requires the State Air Resources Board to exempt local ferries from emission standards that would require retirement, replacement, or retrofit of the vessel for up to 15 years or until electric motor replacement costs do not exceed internal combustion engine replacement costs by more than 20 percent.

Defines a "local ferry" as a vessel meeting at least five of six criteria, including Coast Guard passenger/vehicle authorization, operation in active earthquake fault zones, essential evacuation capability, weighing under 30 tons unloaded, traveling less than 1,000 feet per stage, or fleet-wide fuel consumption under 30 gallons per day.

Makes minor grammatical amendments changing "which" to "that" in existing emission standards language.
