Authorizes the West Valley-Mission Community College District to use local unrestricted general funds to provide fee waivers to students with the greatest financial need when other fee waivers are not available.

Requires any fee waiver policy to include a fiscal impact statement with a 3-year projection, presented at a public board meeting.

Permits the district to use local unrestricted general funds to assist students with total cost of attendance (tuition, fees, books, living expenses, transportation, and other federal Title IV expenses) in addition to California College Promise funding.

Restricts use of local funds to students residing within the West Valley-Mission Community College District boundaries.

Requires the district to submit an implementation report by March 1, 2028, detailing fund usage, student demographics, and services affected; provisions become inoperative July 1, 2030, and are repealed January 1, 2031.
