Prohibits releasing, reporting, or providing drug or alcohol test results or information about substance use for pregnant, perinatal, or newborn individuals to county welfare departments or in civil proceedings, including juvenile dependency cases.

Requires health care institutions to prevent unlawful or unauthorized access to and disclosure of perinatal persons' or newborns' drug and alcohol test results and related medical information.

Eliminates the requirement for positive toxicology screens or substance use information to be reported to child welfare or law enforcement under the Child Abuse and Neglect Reporting Act.

Requires counties to establish protocols between health departments, welfare departments, and hospitals for assessing needs of substance-exposed infants, but prohibits sharing drug or alcohol test results in those assessments.

Makes technical amendments to references in Health and Safety Code Section 123605 and Penal Code Section 11165.13 regarding health practitioner definitions and substance abuse assessment procedures.
