Amends Section 8773.3 of the Business and Professions Code to modify requirements for land surveyors and registered civil engineers when using monuments as survey control points.

Requires surveyors to reconstruct or rehabilitate monuments found in less than permanent and durable condition so they remain as permanent as reasonably possible for future location.

Removes references to "corner accessories" from the statute, applying the reconstruction requirement solely to monuments.

Shifts the trigger for reconstruction from filing a corner record with the county surveyor to actively using a monument as control in any survey.
