Requires housing developments to be located within a transit priority area with major transit stops programmed for completion before or within one year of the housing development's occupancy to qualify for reduced vehicular traffic impact fees.

Prohibits local agencies from imposing land dedication requirements on housing developments to widen roadways for mitigating vehicular traffic impacts, achieving traffic level of service standards, or achieving desired roadway widths.

Allows exceptions permitting land dedication requirements if the housing development is not in a transit priority area and has a linear street frontage of 500 feet or more, or for traffic safety features with findings supporting public health and safety necessity.

Authorizes land dedication requirements for constructing public improvements including sidewalks and sewer improvements regardless of the vehicular traffic impact restrictions.

Provides for state reimbursement to local agencies if the Commission on State Mandates determines this act imposes state-mandated costs on local programs.
