Removes requirement that Department of Housing and Community Development select only the most severe and economically impactful alleged violations for referral to enforcement agencies.

Eliminates mandatory 25-day good faith negotiation requirement and removes requirement to send notice to parties before referring complaints to nonprofit legal services providers.

Moves program reporting requirements from a standalone January 1, 2023 report to the department's annual report under Section 50408.

Extends the repeal date of the Mobilehome Residency Law Protection Program from January 1, 2024 to January 1, 2027.

Authorizes the department to adopt emergency regulations without describing immediate action necessity until January 1, 2027, but requires at least one 30-day public comment period and written responses to substantive comments.
