Authorizes San Bernardino County to sell or exchange property in the Chino Agricultural Preserve purchased with California Wildlife, Coastal, and Park Land Conservation Act grant funds, subject to specified conditions and county board approval.

Expands permitted uses of preserved lands to include park and recreational purposes such as playgrounds, recreational venues, sporting venues, amphitheaters, and preservation of historical resources, in addition to existing open-space and agricultural uses.

Allows county to use revenues from land sales or exchanges, along with all income generated from preserve properties, for acquiring replacement land, improving existing lands, and maintaining properties for authorized conservation and recreational purposes within the preserve.

Requires county to adopt a detailed land plan by December 31, 2011, identifying which parcels will be sold, exchanged, purchased, or retained, with environmental review and department approval before implementation.

Declares the bill's provisions constitute a valid amendment to the California Wildlife, Coastal, and Park Land Conservation Act consistent with that act's purposes.
