Requires at least 5 of 9 Native American Heritage Commission members to be elders, traditional people, or spiritual leaders from federally recognized California tribes or those actively seeking federal recognition, nominated by Native American organizations or tribes.

Removes requirement for commission to make recommendations regarding "other Indian matters" touched upon by Department of Parks and Recreation programs, while maintaining recommendations specific to the California State Indian Museum.

Requires commission to provide each federally recognized California Indian tribe or tribe actively seeking federal recognition with a list of lead agencies under the California Environmental Quality Act, their contact information, and consultation procedures by July 1, 2025.

Changes references throughout the code from "Native American groups" and "organizations, tribes, or groups" to focus on "tribes" and specifies tribes must be federally recognized or actively seeking federal recognition.

Updates investigation language in Section 5097.97 from "Where" to "If" regarding commission findings on damage to Native American sacred sites on public property.
