Creates a single combined vote by mail ballot signature verification statement and unsigned ballot identification envelope statement for counties to post on their websites and mail to voters, which satisfies requirements for both signature verification and unsigned ballot procedures.

Requires information about voters with non-matching signatures or unsigned ballots to be provided to candidates for federal, state, or local office, committees on ballot measures, and persons for election, scholarly, journalistic, or political purposes, rather than kept confidential.

Limits Secretary of State publication of vote by mail ballot rejection reports to statewide elections, recall elections for state constitutional officers and state legislators, and special elections for U.S. Senate, U.S. House, state senate, and state assembly vacancies (instead of all elections including local special elections).

Delays certification of the November 5, 2024 presidential general election until the 28th calendar day after the election, and extends the deadline for voters to submit signature verification or unsigned ballot statements to the 26th calendar day after the election.

Allows the official canvass for the November 5, 2024 election to proceed with fewer than 6 hours per day if only outstanding ballots are those awaiting voter signature verification, provided this does not delay completion by the 28th day; these provisions expire January 1, 2025.
