Requires owners and developers undertaking public works projects to make records available upon request to the Division of Labor Standards Enforcement, multiemployer Taft-Hartley trust funds, and joint labor-management committees, including final executed construction contracts and certified payroll records.

Applies record-keeping requirements to development projects that include work subject to public works prevailing wage laws, regardless of whether the entire project is classified as a public work.

Limits redaction of records to social security numbers only; allows redaction of pricing information from contracts only if not previously made public.

Owners and developers have 10 days to comply with written requests for records; penalties of $100 per calendar day per worker for payroll records and $500 per calendar day for other records apply until compliance is achieved.

Penalties collected are deposited into the State Public Works Enforcement Fund and used for purposes specified in Labor Code Section 1771.3.
