Allows on-sale licensees holding an "additional serving hours license" to sell alcoholic beverages until 4 a.m. on Fridays, Saturdays, and specified holidays (New Year's Day, Memorial Day, July 4th, Labor Day, Thanksgiving) beginning January 1, 2025.

Requires cities to adopt ordinances meeting specific requirements before the Department of Alcoholic Beverage Control can issue additional serving hours licenses, including assessments of public safety and transportation impacts, and demonstrating a minimum 5% increase in local law enforcement budget.

Applicants must pay a $2,500 nonrefundable application fee and $2,500 annual fee, deposited into the Alcohol Beverage Control Fund; cities may charge licensees an additional fee to fund local law enforcement.

Restricts licensed premises to patrons 21 years or older during additional serving hours; makes it a misdemeanor for anyone under 21 to enter without lawful business, punishable by a fine of at least $200.

Requires cities creating additional serving hours areas to submit annual reports to the Legislature detailing impacts on crime rates, driving under the influence arrests, domestic violence, and licensing activity.
