Authorizes public agencies with retail electric service authority to enter into joint powers agreements with other public agencies in the Coachella Valley Service Area to jointly provide retail electric services, even if some parties cannot exercise that power independently.

Defines "Coachella Valley Service Area" as territory within the Imperial Irrigation District's sphere of influence in Riverside County (per Local Agency Formation Commission Resolution No. 2020-10-3 from April 23, 2020) and lands within the Torres Martinez Reservation boundaries.

Creates an exception to existing joint powers agreement law by allowing parties to jointly exercise retail electric service authority despite individual inability to do so independently.

Declares that a special statute is necessary for the Coachella Valley Service Area due to unique electrical service circumstances that cannot be addressed through general law.
