Requires each county by January 30 annually to review statewide data comparing the county's rate of placing children with relatives against the statewide average rate from the prior year.

Mandates that if a county's placement rate is below the statewide average, the county welfare director must communicate at least once by December 1 with the Center for Excellence in Family Finding, Engagement, and Support to identify best practices for improving kinship placements.

Requires county boards of supervisors to include on their meeting agenda at least once per year discussion of the county's relative placement rate and whether the county has adopted best practices from the Center for Excellence in Family Finding, Engagement, and Support, if the county's rate is below statewide average.

Applies the bill's requirements only to the extent that the state provides annual funding for any cost increases, exempting counties from state mandated reimbursement obligations under Article XIII B of the California Constitution for new programs beyond funded service levels.
