Requires California State University and California Community Colleges campuses to include veteran and National Guard student support information in first-year and transfer student orientations, effective no later than 2025-26 academic year.

Mandates each campus designate a point of contact for veterans, California State Guard members, California National Guard members, and their dependents, with location and contact information provided during orientation.

Requires campuses to develop and distribute a document (in hard copy and online) containing information on policies, resources, and services including counseling available to veteran and guard-member students and their dependents.

Requests University of California campuses to voluntarily comply with these same requirements, though CSU and community colleges are mandated to do so.

Establishes reimbursement procedures through the Commission on State Mandates if the bill is determined to impose state-mandated costs on local agencies or school districts.
