Recasts the Emergency Medical Air Transportation Act from Government Code Section 76000.10 to a new Chapter 1.3 (commencing with Section 18010) in the Welfare and Institutions Code, operative July 1, 2025.

Continues the Emergency Medical Air Transportation and Children's Coverage Fund in the State Treasury, to be administered by the Director of Health Care Services.

Makes fund moneys available upon legislative appropriation to the State Department of Health Care Services for emergency medical air transportation provider payments and children's health care coverage.

Includes interest and dividends earned on money in the fund, notwithstanding prior restrictions under Government Code Section 16305.7.
