Exempts routine maintenance of public stormwater facilities from California Environmental Quality Act (CEQA) requirements if facilities are fully concrete or have conveyance capacity less than a 100-year storm event, provided the project does not increase designed capacity, the public agency has adopted procedures to minimize construction impacts, and no adverse tribal cultural resource impacts are likely.

Requires lead agencies that determine a project qualifies for this exemption to file notice with the State Clearinghouse and the county clerk where the project is located.

Prohibits appeals to the elected decisionmaking body of cities with populations of at least 1,000,000 when a nonelected decisionmaking body determines that routine stormwater maintenance projects qualify for the CEQA exemption.

Repeals these provisions on January 1, 2030.

Takes effect immediately as an urgency statute to allow speedy maintenance of stormwater channels to prevent flooding.
