Requires the Department of Social Services to submit a single comprehensive report to the Legislature by July 1, 2025, regarding the California Fruit and Vegetable EBT Pilot Project.

Report must include evaluation results of the pilot projects and recommendations for transitioning the program to a fully state-managed supplemental benefits program without grantee intermediaries.

Evaluation shall examine supplemental benefits accrual, delivery, and redemption from perspectives of CalFresh recipients, participating retailers, and state administrators.

Report must include information on staff, resources, and timelines needed for retailer enrollment, EBT system certification, financial reconciliation automation, and expansion to online transactions and grocery delivery services.

Pilot project remains in effect until January 1, 2027, when this section is repealed.
