Requires every state agency to prioritize strategies to reduce methane emissions, including emissions from imported natural gas, where feasible and cost effective.

Mandates the State Air Resources Board, Public Utilities Commission, and other relevant agencies to timely consider programs or changes to existing programs to reduce methane emissions, including emissions from imported natural gas.

Maintains existing requirement that all state agencies consider and implement strategies to reduce their overall greenhouse gas emissions.

Does not relieve any person, entity, or public agency from complying with other applicable federal, state, or local laws or regulations related to air and water quality or environmental protection.
