Authorizes local entities (cities, counties, and city-counties) to prohibit or limit oil and gas operations within their jurisdictions by ordinance, overriding state approvals from the Oil and Gas Supervisor.

Allows local limitations or prohibitions on oil and gas operations to include restrictions on methods and locations of drilling and development, even if state-approved.

Requires owners and operators whose projects are prohibited or limited by local ordinances to plug and abandon wells and decommission production facilities according to state rules.

Enables local regulations that are more protective of public health, climate, or environment than state law, regulation, or orders.

Establishes that bill provisions are severable, so invalidation of one provision will not affect others.
