Amends the Public Utilities Code to require the Public Utilities Commission to open a proceeding to establish renewable hydrogen procurement goals for gas corporations and core transport agents.

Defines "renewable hydrogen" as hydrogen produced using electricity from the California Renewables Portfolio Standard, or using feedstock such as water, biomass, digester gas, diverted organic waste, or landfill gas.

Requires the Commission to make four findings before establishing renewable hydrogen procurement targets: cost-effectiveness for reducing emissions, compliance with state and federal law, appropriate safety regulation for pipeline transport, and controls to prevent increased nitrogen oxide emissions.

Prohibits hydrogen transportation in pipelines until the Commission establishes and pipelines meet safety standards for hydrogen use.

Specifies that no state reimbursement is required for local agencies or school districts because costs result only from creation of new crimes or infractions under existing law.
