Requires each law enforcement agency with a canine unit to annually publish a report on its website containing the number of canine units, deployments, unintended exits from vehicles, interventions, and use of force incidents involving canines.

Directs the Commission on Peace Officer Standards and Training (POST) to study and issue recommendations to the Legislature by July 1, 2026 on the use of canines by law enforcement, including considerations for public and officer safety and warning procedures.

Defines key terms including "deployment" (removal of canine for law enforcement purposes), "intervention" (apprehension by canine presence alone), and "force incident" (bite or injury caused by canine).

Provides that if the Commission on State Mandates determines the bill imposes state-mandated local program costs, reimbursement shall be made pursuant to existing statutory procedures.

Makes the bill's operation contingent upon the enactment and effectiveness of Assembly Bill 2042 by January 1, 2025.
