Amends Vehicle Code Section 4604.5 to allow low-income individuals who meet income eligibility requirements for specified public assistance programs to delay payment of registration delinquency penalties until after vehicle registration renewal, but no later than the vehicle's registration expiration date.

Prohibits requiring low-income individuals to pay delinquency penalties as a condition of renewing vehicle registration if they qualify for assistance programs including CalWORKs, CalFresh, Medi-Cal, and other specified welfare programs under the Welfare and Institutions Code.

Prevents registration renewal the following year if the delayed penalty payment is not received by the vehicle's registration expiration date.

Applies to registration renewals that expire on or after January 1, 2003.
