Transfers appointment authority for the Public Advocate's Office director from the Governor to the California Legislature, requiring Senate confirmation no longer.

Establishes a 4-year rotating appointment system where the Speaker of the Assembly appoints the first director, the President pro Tempore of the Senate appoints the second director, then alternates every 4 years between these two positions.

Director serves at the pleasure of the appointing authority, with vacancies filled by that same authority for the remainder of the 4-year term.

Director must annually report to appropriate policy committees of the Assembly and Senate on office activities.
