Requires the Public Utilities Commission to conduct comprehensive audits of all wildfire- and emergency-related memorandum and balancing accounts for electrical corporations by July 1, 2025, or by January 1, 2027 if unable to complete by the initial deadline.

Directs the commission to determine if actual costs recorded in these accounts were already authorized and collected from customers, and if so, deny the electrical corporation a second recovery of those costs.

Mandates the commission include detailed information about funds and expenditures in all memorandum and balancing accounts for each public utility in its annual legislative update.

Allows the commission to contract with the California State Auditor's Office, Department of Finance, or other qualified firms to conduct necessary audits if internal resources are insufficient.

Requires that commission actions maintain rates sufficient to enable public utilities to recover a just and reasonable rate of return.
