Removes references to "petroleum refineries" and "petroleum refinery employers" throughout labor code sections, replacing them with "refineries" and "refinery employers"

Defines "refinery" as an establishment that produces gasoline, diesel fuel, aviation fuel, or biofuel through processing of crude oil or alternative feedstock

Defines "biofuel" to include biodiesel, renewable diesel, renewable aviation fuel, or other liquid products derived from alternative feedstock if refined through coprocessing or at a converted refinery

Requires the Division of Occupational Safety and Health to propose, and the Occupational Safety and Health Standards Board to consider for adoption, regulations implementing process safety management standards for refineries by January 1, 2026

Maintains existing requirements for refinery employers to submit annual turnaround schedules, provide division access to documentation, and protect trade secrets, with clarification that turnaround scheduling and duration cease to be trade secrets upon completion
