Authorizes the City of Campbell, City of Pinole, County of Solano, and any city in Solano County to impose a transactions and use tax of up to 0.5% by ordinance or citizens' initiative, which would exceed the standard 2% combined rate limit under existing law.

Requires approval by the local legislative body and voter approval by the applicable voting requirement before imposing the tax, and mandates compliance with the Transactions and Use Tax Law except for the 2% rate limitation.

Exempts taxes imposed under this bill from counting toward the 2% combined rate limitation established in Section 7251.1 of the Revenue and Taxation Code.

Automatically repeals these authorizations on January 1, 2029, if no ordinance or citizens' initiative proposing the tax has been approved by that date.

Declares the bill an urgency statute taking effect immediately to preserve funding for essential services in affected jurisdictions.
