Increases the maximum number of out-of-state thoroughbred races that can be imported statewide from 50 to 75 races per day on days when live thoroughbred or fair racing is being conducted in California.

Prohibits acceptance of wagers on imported out-of-state races commencing after 5 p.m. Pacific standard time without consent from harness or quarter horse racing associations in Orange or Sacramento counties when statewide imports are between 51 and 75 races per day.

Maintains existing prohibition on accepting wagers after 7 p.m. Pacific standard time without consent from harness or quarter horse racing associations when imported races do not exceed 50 per day.

Exempts certain major thoroughbred racing events from the daily import limits, including the Kentucky Derby, Preakness Stakes, Belmont Stakes, Breeders' Cup, and other specified races.

Contains contingency provisions to coordinate with Assembly Bills 1768 and 1946 if those bills are also enacted, determining which version of amended law becomes operative.
