Requires the Public Utilities Commission (PUC) to develop a framework by December 31, 2026 for assessing, tracking, and analyzing total annual energy costs paid by California residential households, including electricity, natural gas, propane, gasoline, and diesel.

Mandates large electrical and gas corporations to publish visual representations of residential rate cost categories on their websites and submit to the PUC by January 1, 2026 and annually thereafter, including costs for infrastructure, wildfire mitigation, catastrophic events, energy efficiency programs, insurance, and taxes.

Changes the PUC's triennial reporting requirement from energy efficiency and conservation programs to demand-side management programs, with expanded evaluation criteria including cost-effectiveness analysis and actual customers served by income level and geographic distribution.

Requires the PUC to submit a study to the Governor and Legislature by July 1, 2025 identifying proposals to reduce ratepayer costs of expanding California's electrical transmission grid, including public financing options, ownership models, and cost-saving estimates.

PUC may use the residential energy cost framework to evaluate utility requests for tracking new spending or adjusting revenue requirements, considering whether utilities should take additional actions to reduce total annual household energy costs.
