Establishes streamlined environmental review and judicial procedures for film and television media campus construction or renovation projects in Los Angeles County that meet specified conditions.

Projects must invest at least $1 billion, achieve LEED gold certification or comparable standards, reduce vehicle miles traveled by 15 percent, achieve net-zero greenhouse gas emissions, generate at least 1,000 construction jobs, and pay prevailing wages to all workers.

Requires mitigation measures for disadvantaged communities to be undertaken in and directly benefit those affected communities, with annual status reports submitted to the lead agency.

Mandates the Judicial Council adopt court rules by July 1, 2025 requiring judicial review of these projects to be resolved within 365 calendar days of filing the certified record of proceedings.

Requires draft and final environmental impact reports to include a notice about the streamlined procedures, conduct an informational workshop within 10 days of draft release, and hold a public hearing within 10 days before the comment period closes; establishes nonbinding mediation process for commenters.
