Ratifies the tribal-state gaming compact between California and the Tule River Indian Tribe of California, executed on June 25, 2024, under the federal Indian Gaming Regulatory Act.

Exempts the execution of the compact and its amendments from California Environmental Quality Act (CEQA) requirements in deference to tribal sovereignty.

Excludes from CEQA: intergovernmental agreements between the tribe and local/state agencies negotiated under the compact's authority, and on-reservation impacts of compact compliance.

Clarifies that the exemption does not apply to cities, counties, or state agencies beyond the specified compact-related actions; they remain subject to CEQA requirements.

Takes effect immediately as an urgency statute to facilitate economic development and self-sufficiency of the Tule River Indian Tribe.
