Amends Section 56810 of the Government Code to require local agency formation commissions to determine property tax revenue exchanges when a district formation proposal includes applicants seeking a share of the 1% ad valorem property taxes.

Previously required property tax determinations only for city incorporations and all district formations; now limits district requirement to those specifically seeking 1% ad valorem property tax shares.

Establishes that if the Commission on State Mandates determines this bill creates state-mandated local program costs, reimbursement shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
