Changes references to the "Transportation Agency of Monterey County" to the "Transportation Agency for Monterey County" throughout the Government Code and related statutes.

Prohibits drivers from operating commercial motor vehicles for life if convicted of using a commercial motor vehicle in the commission of a felony involving severe forms of human trafficking or convicted under Penal Code Section 236.1 while using a commercial motor vehicle.

Requires courts to report convictions involving commercial motor vehicles to the Department of Motor Vehicles and implements compliance with federal Drug and Alcohol Clearinghouse regulations for commercial driver's licenses.

Expands the California Highway Patrol's regulatory authority to cover "any other motortruck" regulated by the DMV, Department of Consumer Affairs, or U.S. Secretary of Transportation, rather than only specific vehicle types.

Modifies the Basic Inspection of Terminals (BIT) program by eliminating the requirement for performance-based inspection selection priority systems and providing that the CHP is not required to reinspect terminals after receiving a satisfactory compliance rating, effective January 1, 2026.
