Allows superior courts to designate lactation rooms for court users that do not meet all employee lactation room requirements under Labor Code Section 1031, to maximize access across more courthouses.

Requires lactation rooms for court users to be located in publicly accessible areas within court facilities, shielded from view, free from intrusion, and not located in bathrooms.

Courts must use the most cost-effective construction and renovation methods, including portable lactation rooms where appropriate due to operational, financial, or space limitations.

Requires the Judicial Council to submit annual reports to the Legislature beginning March 1, 2025, detailing lactation room construction, installation, costs, compliance timelines, and funding needs.

Reporting requirement terminates once courts fully comply with lactation room provisions or all previously appropriated legislative funds for this purpose are expended.
