Makes waivers of consumer protections void and unenforceable for provisions covering federal consumer claims preservation, educational debt collection, student loan servicing, and guaranteed asset protection waivers.

Expands family law venue transfer provisions to allow courts to transfer any family law proceeding when both parties have moved from the original county, and requires disclosure statements on consumer financial product solicitation envelopes.

Clarifies that "parentage" amendments to birth certificates require absence of conflicting information about parent-child relationship existence, authorizes the Civil Rights Department to bring Age Discrimination in Employment Act claims, and protects the Attorney General's right to object to charitable gift settlements.
