Extends the Golden State Financial Marketplace Program (GS $Mart) to include superior courts, courts of appeal, the Supreme Court, the Judicial Council of California, and the State Bar of California, allowing them to finance energy efficiency measures, energy savings contracts, and technology goods or services without competitive bidding.

Requires the Judicial Council to provide annual updates to the Assembly and Senate Judiciary Committees regarding remote accessibility of electronic court records by the public, beginning October 1, 2026, with this requirement repealing on January 1, 2029.

Authorizes the Judicial Council to sell three specified courthouses: the Plumas/Sierra Regional Courthouse in Portola, the Modesto Main Courthouse and Hall of Records in Modesto, and the Ceres Superior Court in Ceres, all in fair market value transactions.

Requires counties where the properties are located to be consulted and given the right of first refusal to purchase the courthouses before they are offered for sale to others.

Directs net proceeds from courthouse sales to be deposited into the State Court Facilities Construction Fund, and declares the act an urgency statute effective immediately.
