Requires counties with populations under 7,000 where the economy depends on tourism and recreational facilities to qualify for four additional on-sale general licenses for public eating places with 100+ seat capacity.

Prohibits transfer of these licenses from one county to another or to premises that do not meet the qualifying criteria.

Extends the authorization for winegrowers, beer manufacturers, distilled spirits manufacturers, and related entities to donate portions of alcoholic beverage purchase prices to nonprofit charitable organizations from January 1, 2025 to January 1, 2030.

Maintains restrictions that charitable donation promotions cannot directly encourage or reference alcohol consumption and cannot benefit retail licensees.
