Transfers responsibility for adjusting monetary thresholds from the Attorney General to the California Privacy Protection Agency, which shall adjust thresholds on January 1 of odd-numbered years based on Consumer Price Index changes.

Authorizes the Consumer Privacy Fund to offset costs incurred by the agency in carrying out its duties under the California Consumer Privacy Act, in addition to existing cost categories for courts and the Attorney General.

Requires the agency to begin administering grant programs for consumer privacy promotion, online privacy education, and international law enforcement cooperation when available grant funds exceed $300,000; funds below this threshold remain in the fund for future appropriations.

Specifies that written notifications to complaint filers about agency actions shall exclude information subject to law enforcement exemptions and privileges, including confidential investigation information and privileged materials under state law.

Declares the bill furthers the purposes and intent of the California Privacy Rights Act of 2020.
