Extends the deadline for California Community Colleges to adopt a common course numbering system for general education and transfer pathway courses from July 1, 2024 to July 1, 2027.

Extends the deadline for each community college campus to incorporate common course numbers into its catalog from July 1, 2024 to July 1, 2027.

Removes the exception that excluded Armed Forces members assigned for educational purposes from receiving resident student classification for tuition and fees purposes.

Extends resident tuition classification to all Armed Forces members stationed in California, regardless of whether they are assigned for educational purposes to a state-supported institution of higher education.

Requires state reimbursement to local agencies and school districts for any costs mandated by the bill if determined by the Commission on State Mandates.
