Requires regional centers to discuss caregiver succession with consumers living in family homes no later than age 22 and annually thereafter, with optional development of a succession plan identifying potential caregivers and housing options.

Defines "caregiver succession" as the point at which a primary caregiver is no longer able to fully care for a regional center consumer.

Authorizes regional centers to make rent, mortgage, lease, and household expense payments when the executive director certifies that a consumer's demonstrated risk of homelessness presents a health and safety risk to the consumer or another.
