Authorizes service authorities for abandoned vehicle abatement to issue permits or licenses for temporary parking of abandoned, wrecked, dismantled, or inoperative vehicles, consistent with local nuisance codes and in cooperation with local code enforcement.

Allows service authorities to conduct necessary investigations and inspections related to determining whether a vehicle constitutes a public nuisance.

Permits funds collected by service authorities to be used for purposes related to the issuance of permits or licenses and investigations for abandoned vehicle abatement, in addition to removal and disposal activities.

Amends Vehicle Code Section 22710 to clarify the scope of activities that can be funded through the $1 vehicle registration fee imposed by service authorities.
