Allows contractors to participate in planning, discussions, or drawing of preliminary plans or specifications for later phases if all bidders receive the same information.

Protects persons acting in good faith reliance on these provisions from criminal, civil, or administrative enforcement if the initial contract includes specified conflict-of-interest language and the contractor complies with its terms.

Establishes that failure to include the required contract language is a complete defense if the contractor either is not an officer or did not engage in advising on the subsequent contract.
