Establishes a Citizens Redistricting Commission in Orange County with 14 voting members and 2 alternate members to adjust supervisorial district boundaries following each decennial federal census, with the first commission created by December 31, 2030.

Commission members must be registered voters in Orange County for 5+ years with unchanged party affiliation, have voted in at least one of the last three statewide elections, and demonstrate analytical skills, impartiality, and appreciation for the county's diversity.

Requires commission to conduct at least 7 public hearings over 30+ days before drawing maps and at least 2 hearings over 30+ days after drawing draft maps, with live translations in applicable languages and provisions for virtual participation during health emergencies.

Establishes redistricting priorities in order: constitutional and equal population compliance, federal Voting Rights Act compliance, geographic contiguity, respect for community boundaries, and geographic compactness; prohibits consideration of incumbent or candidate residences.

Commission members are subject to conflict-of-interest restrictions, cannot endorse candidates or hold county office for specified periods, and can only be removed by 9-vote supermajority for substantial neglect, misconduct, or failure to meet qualifications, with political party vote requirements.
