Reenacts a moratorium on new gambling licenses until January 1, 2043, prohibiting the California Gambling Control Commission from issuing licenses for gambling establishments not licensed as of December 31, 1999.

Invalidates any gambling license issued between December 31, 2022, and January 1, 2024, for establishments not licensed on December 31, 2022, and blocks any pending applications as of January 1, 2024.

Prevents cities, counties, or city and counties that had not authorized legal gambling prior to January 1, 1996, from authorizing it until January 1, 2043.

Allows limited table expansion for existing gambling establishments operating fewer than 20 tables: up to 2 additional tables within the first year and every 4 years thereafter, not exceeding 10 additional tables total above the number operated on January 1, 2023.

Preserves the validity of voter-approved ordinances from after November 1, 2020, that authorized gambling table increases and became effective January 1, 2023.
