Prohibits manufacturers and contract testing facilities from using traditional animal test methods in California if an appropriate alternative test method exists or a waiver has been granted by the relevant regulatory agency.

Requires use of the fewest number of animals possible and reduction of pain, suffering, and stress when no alternative test method is available.

Defines "alternative test method or strategy" as non-animal testing that provides equivalent or better scientific quality, including computational toxicology, high-throughput screening, and in vitro studies, and has been accepted by a federal agency.

Exempts traditional animal test methods performed for medical research purposes from these prohibitions.

Requires manufacturers and contract testing facilities to report annually to the State Department of Public Health starting January 1, 2027, regarding animal species used, alternative methods used, waivers granted, and purposes of testing, with the department making this information publicly available while protecting proprietary and personally identifiable information.
