Expands College and Career Access Pathways (CCAP) partnerships to offer dual enrollment opportunities for all pupils, while prioritizing enrollment and outreach for pupils who may not be college-bound or are underrepresented in higher education.

Allows community college districts to enter CCAP partnerships with schools in another district's service area if the other district denies the request in writing or fails to respond within 60 days.

Removes the limit of 4 community college courses per term for special part-time students, allowing enrollment in up to 15 units per term under CCAP partnerships.

Requires CCAP partnership agreements to certify that pupils receive credit for completed college courses if courses meet specified requirements, beginning with the 2030-31 academic year.

Changes annual reporting requirements to focus on the total number of pupils who successfully completed 12 or more units of college coursework, completed certificates, or completed associate degree requirements, rather than reporting individual course enrollment numbers.
