Beginning January 1, 2025, prohibits persons from selling, possessing, or using neonicotinoid pesticides for nonagricultural uses on nonproduction outdoor ornamental plants, trees, or turf, with exceptions for state certified applicators and licensed pest control dealers.

Requires the Department of Pesticide Regulation to evaluate neonicotinoid pesticide impacts on pollinating insects, aquatic organisms, and human health, including draft assessments by January 1, 2024, and final human health risk assessments by January 1, 2025.

Mandates the department issue a determination on neonicotinoid impacts by July 1, 2027, and adopt necessary control measures by July 1, 2029.

Requires the department to consider cumulative impacts of exposure to multiple neonicotinoids unless substantial evidence demonstrates no common mechanism of toxicity or cumulative harm.

Exempts agricultural commodity protection from reevaluation requirements; no state reimbursement required to local agencies as the act only creates or modifies criminal penalties.
