Adds continuous glucose monitors and related supplies as a covered benefit under Medi-Cal for diabetes treatment when medically necessary, subject to utilization controls.

Requires the State Department of Health Care Services to review and update coverage policies for continuous glucose monitors by July 1, 2024, considering evidence-based clinical guidelines and other payers' policies.

Authorizes the department to require continuous glucose monitor manufacturers to enter into rebate agreements with the department.

Implementation is limited to situations where necessary federal approvals are obtained and federal financial participation is available.

Establishes legislative findings that diabetes affects approximately 4 million Californians, represents the highest rate of new cases in the United States, and is the leading cause of cardiovascular disease, blindness, kidney failure, and lower extremity amputations in the state.
