Allows county human services agencies not administering their own merit systems to use alternate recruitment and hiring processes for state-funded and federal grant-in-aid programs, despite existing Department of Human Resources requirements.

Permits counties to screen applications and establish eligibility lists directly with department oversight, and implement alternative examination requirements (such as education and experience exams) without advance departmental approval.

Limits alternative processes to recruitment screening and examination only, prohibiting modifications to job classifications, job descriptions, duties, or minimum qualifications.

Authority to use these alternative processes expires on January 1, 2029.
