Specifies that "underrepresented in higher education" includes first-time college students, low-income students, foster youth, homeless students, students with disabilities, and students with dependent children.

Requires community college districts to enroll high school pupils in CCAP partnership courses offered at either the community college campus or the participating high school campus.

Mandates priority enrollment and course registration for pupils seeking community college courses required for their CCAP partnership program, and exempts these pupils from specified fee requirements.

Requires the Chancellor of the California Community Colleges to aggregate annual CCAP partnership data and submit a report by May 1 each year to the Legislature, Director of Finance, and Superintendent of Public Instruction.

Authorizes charter schools to enter into CCAP partnership agreements with community college districts under the same requirements as school districts and county offices of education.
